What is the meaning of “PRE-BAN ISSUES” and “POST-BAN ISSUES” on the IPC Magazines Ltd bound Action Comic edition binders?

Thanks, John. And I was thinking it might have been an acronym! As for the ban, just look at what is made (hardly ‘created’) today in the form of video games whose whole idea is to ‘kill’ as many people, aliens, etc as possible in the shortest amount of time. A lot less edifying.
